あの幣原首相が外務官僚の大量解雇を命じたのは当然といっていい。ビザ発給もひょんなことから始めた。腹をくくって数千人に与えたのは凡人のなせる業でないことは確かだ。が，別種の訓令違反はちがう任地でもあったようだ。私から言わせると外務省の大使館、公使館に対す監督不足が露呈しているということだ。たまたま外務省の怠慢が奇功を招いただけとも言える。なお、杉原の措置で日本経由アメリカに亡命したものに当時少年だったシカゴ・マーカンタイル・イクスチェンジの創立者がいる。
